It makes more sense when you realize Joker has paused in the middle of a sentence, and the reference to parties is setup for a punchline:

"Songs are for parties, my caped copper—and so is confetti!"

It's prelude to him tossing the tricky streamers stashed in his utility belt.

Batman snaps the batcuffs on Zelda at the end of A Death Worse than Fate, but visibility on them isn't very good. A better view occurs about midway through The Penguin's Nest, when Batman takes Pengy into custody after the mock umbrella-gun execution of chef Cordy Bleu.

I am just amazed that they thought to use the tail of the cat to wrap all the way around the handle and serve as the trigger guard. Who would’ve seen a detail like that on the small screen back in 1966, or even the big screen now? Pretty clever. That is an incredible detail, and one I hadn't notice...

Cool find! Here's a (non-Batman-related) clip from that pilot, which never aired, according to the person who posted this to YouTube.

As stuff from that era goes, I think the comedy has aged pretty well. (It tickles me a lot more than Milton Berle's schtick, for example.)
