Eisner has suggested that his appearances were due partly to burning off an ABC contract. I don't know if there exists any documentation for that. In any event, I suspect the filler had to do with the fact they wanted to limit Berle's screen time because he was known to blow takes and the schedules...

interesting that another noted character actor, Alex Rocco, was also a Gumm henchman. Possibly the most prolific duo from the series.
