My take is that MacGruder is just supposed to be a random military bureaucrat. If they'd been trying to spoof MacArthur, I think they'd have cast someone lankier (Alan Reed isn't MacArthur's body type at all). I also think they'd have given a MacArthur parody a corncob pipe, and maybe aviator shades.
