Yes, the background sign is for the "Foam Rubber Convention" where the Duo managed to safely crash-land the Batcopter after Riddler's missile blasted it from the sky. :)

Yes, "That Darn Catwoman" appeared on a Thursday night, following the Wednesday-night conclusion of the Zodiac Crimes three-parter. "Scat, Darn Catwoman" ran the following Wednesday, followed the next night by the first installment of the Penguin-Marsha three-parter.
