It's the one from this famous photo. It has the same lower screw hole on the base as the working /light up phone.
It could have been the phone used in the car 99% of the time and switched out for the practical phone for a specific shot.

In a batch of the images are two shots that would have made the perfect reference for a Batman figure in my opinion.
