That bottom unit was used alot!!
There is one, the TERRESTERIAL SCANNER however the B/W photo is missing a top gadget part (periscope looking thing).

I've tried to ID this for "Dread" but haven't yet found an episode where the label is on the unit. It's moved around, sometimes missing and of course Ben is correct, labels moved from episode to episode, gadget to gadget. Note: this is a very thin device and the rectangular unit on top is ...

I have 2, opened one up and never put it together, very small pieces and just wasnt into doing it then and never went back to complete it.

Probably just one of the several variants from the Harvard Neckware Company as they used several Batman "logos". The red/maroon tie seen here has the exact same logo as the one you show.

Wow! Cool fabrication, very nice!
FYI: the images I have show the gold "rings/hoops" are painted the same green color as the body, but it actually looks better left gold!

the Bat-Gauge seems to be just square on the bottom with a glint of silver/flash in perhaps another lamp? maybe within a side ribbed knob?

The explosive is simple, note the red and light blue wires and the 2 whatever they are sticking up off the round blue cylinder
