Yes, it is true, and this is indicated on IMDB.com. However, President Johnson's name is never mentioned, and I always took it to mean that it was simply "The President," with the implication that it was LBJ.

Reuse of sets and costumes would stand to reason, as it helps to cut costs. This was common with TV shows, in order to cut costs. And that was especially important for Batman, given its budgetary demands.

I find Milton Berle hard to watch in just about everything, but I also agree with Andy's "Big Miss" assessment on Louie as a character. A "normal" Gotham crime lord would have been a good addition to the villain mix, but to be a worthy bat-adversary, he'd need some kind of edge....
