Ah I thought it might have been from 1989. They re-released the 1966 movie back then as part of the Batmania and Burgess was there for it along with other actors like Cesar and Julie Newmar.

I thought the interrogation room scene of him kind of confirmed that he was working for Penguin when they pointed out that Penguin wouldn't have brought a bullet proof umbrella to a matinee unless he was expecting a machine gun attack.
