Egghead has the raw I.Q., while Bookworm is much more literate.
If it weren't for his issues with being a failed author, he'd be one of the MOST dangerous villains in the batch.
As it is, I'd rate him at #4, with Catwoman being #1, Riddler being #2, and the Joker and Penguin sharing the #3 spot.

I don't think they were destined to be bad, per se. It's just that some of the concepts were so terrible on paper, how could they translate well to the screen? Simple; they didn't. Some of the created characters worked well; like Bookworm. Ingenious, menacing, highly educated, and more than a little...

It seemed to me that most of the second and just about the entire third season had miscast villains, except for the main four.
