I believe Dover is reputed to have white sands and the British isles are surrounded by the Atlantic Ocean. That great nation also offers Oxford and other fine universities.
If my initiial impression of this riddle is wrong, we may have a great opportunity to check out Swingin' Londinium. Have the Batplane fueled while we ponder this puzzle further.

The Riddler thinks he can get our goat-the reference to Islam was meant to distract us from the item in this morning's Gotham Gazette- that his Holiness the Dalai Lama will be arriving at Gotham International Airport this afternoon! The Riddler's target MUST be the Lama himself! Think of the ransom the government would pay to avoid an international incident of this scale!
