According to IMDB, this was the second episode of Berle's brief series on September 16, 1966. Supposedly, Adam sang a song prior to his cameo as Batman.

Pretty funny stuff - oddly, I could see this as a good Benny Hill sketch. Also note the commercial for Glade air freshener, aka Riddler's sleeping gas spray from the pilot and "Death in Slow Motion".

Wouldn't it be neat to have something like that as a DVD extra if the Batman TV show was released?

As with alot of shows from that period it's possible the b+W show is the only copy left. No one at the time thought these things would have any historical value, so tapes of shows were often destroyed after a period of time.

It's a kinescope copy of the show, which indeed was originally in color. The Fall of 1966 was when all ABC shows went to color.
