Yes, the background sign is for the "Foam Rubber Convention" where the Duo managed to safely crash-land the Batcopter after Riddler's missile blasted it from the sky.

Years before the DVD set was released, I videotaped the entire series off TV Land. As the credits rolled, a TV Land announcer read interesting tidbits about the show. On the Penguin/Lola Lasagna episode, he said her stunt double for the horse race scene was actually a man.

This one (based on "Book Seller" store front, Adam's cowl and the hat worn by the lady on the left) I believe is from the concluding part to The Bookworm story in S1's "While Gotham City Burns":
Interesting from a location/trivia point of view, this scene was shot on the Warner Brother's back-lot, just in front of the famous Police Headquarters steps. In fact, the cutaway of Bookworm and Lydia was actually shot from the roof of Police HQ, as seen below:

Notice how in the Batcave scenes, they've elevated the height of the desk, chair, etc. so the camera can get a balanced shot. Also, the "3" on Batgirl's horse is the same font type as the Riddler's question mark.
