One other Hogan's Heroes note: Many people were outraged about the fact that CBS even thought about doing a comedy about a German POW camp--since WW II had only ended 20 years earlier.

Getting back to the question of the cameo, perhaps William Dozier was trying to promote the series to a potential different network. We all know that such an offer came right after the sets were destroyed (thus ending any chance of a fourth season). The lateness of this cameo would coincide with the lateness of the offer to bring the show to another network.

Just ran across this thread and wanted to mention that the particular episode of The Monkees where Penguin appeared was actually filmed almost a year earlier, in April 1967, but the episode didn't air until March 1968.
