One other Hogan's Heroes note: Many people were outraged about the fact that CBS even thought about doing a comedy about a German POW camp--since WW II had only ended 20 years earlier.

Getting back to the question of the cameo, perhaps William Dozier was trying to promote the series to a potential different network. We all know that such an offer came right after the sets were destroyed (thus ending any chance of a fourth season). The lateness of this cameo would coincide with the lateness of the offer to bring the show to another network.

Over reading into this. It was simply a cameo.

Just ran across this thread and wanted to mention that the particular episode of The Monkees where Penguin appeared was actually filmed almost a year earlier, in April 1967, but the episode didn't air until March 1968. So it was indeed filmed at a time appropriate for a little light-hearted cross-promotion.
