Was not Chief Screaming Chicken simply the last of his tribe, or did the episode specify he was the last 'Indian' in Gotham City? I have not seen the episode for quite some time, but I believe it was the former-if so, there could have been other Indian tribes in Gotham City as well.

As to Commisioner Gordon's grandchildren, I can think of several scenarios that would explain them. In the comics he was married at least twice, so perhaps he has grandchildren from a previous marriage (he is certainly old enough)-or even resulting from an affair, as hard as it is to think of the Commisioner behaving that way. That is the most obvious answer, but there are plenty of others, most of which are unbefitting the moral tone of the '66 Batman series.
