Don't know if this has been mentioned: In the first Shame arc Grimaldi Smith is a parody of race car driver and Indy 500 winner Parnelli Jones.

French Freddy Touché (who appeared with both Catwoman and Minerva) was a well-known fence who ran a fencing school.

Kathleen Freeman's character in "I'll Be a Mummy's Uncle" is named Rosetta Stone.

The gun shop Shame holds up in "The Great Train Robbery," Peter's Guns & Ammo, is a takeoff on the TV series "Peter Gunn" (https://en.wikipedia.org/wiki/Peter_Gunn).

One more that we all seem to have missed: Gotham City's district attorney is mentioned in passing in "He Meets His Match, the Grisly Ghoul" and "The Joke's on Catwoman," but his actual name is stated in "The Bird's Last Jest": Jefferson Hamfurter, clearly a spoof of Hamilton Burger from "Perry Mason."
