I live in a hilly city. Maybe Gotham has hills, too. If so, the 7th floor of Police HQ could look out to the tops of taller buildings in the distance.

I just watched "Hizzoner The Penguin" yesterday and Batman tells one of the Penguin's goons in the elevator "13th please" then they head into Gordons office, which contradicts something that was also pointed out in an earlier post on this thread about when Blaze jumped out what appears to be a clearly lower floor window in the False Face episode, I also call B.S. "Bat Shennagians"
