9 is not bad considering Batman's first year in Detective Comics he is responsible for 31 deaths.

There were 5 of Penguin's goons ; so the total would be 10.

Another could be death: the Gotham City jail guard that gets zapped by the fake pie(?) being brought to the Penguin during his check forgery scheme.

I though about that one as well, but the same guy turned up loads of times is a Policeman, so I assume he was only stunned.

No. Catwoman "falling to her death" only happened in two episodes: "Better Luck Next Time" and "Scat! Darn Catwoman.
