Busy Burgess
Not that it really mattered, but it appears that Burgess Meredith wasn't planning on returning had there been a fourth season. He was too busy elsewhere, with his range of projects involving playing Elvis' Navajo father in Stay Away, Joe. , while also directing one play, producing another and working to put a musical together. Of course, I'm sure he was sharp enough to see that the writing was on the wall for the series:

John Astin as the Penguin.
To stop being facetious, I actually think he could do a good version. It would be interesting if nothing else.
Or maybe out of respect, no more Penguin the fourth season; bring in some new villains from the comics.
