Shakespeare's bust in Gordon's office?

I saw this for the first time - Gordon's office has a Shakespeare Bust. Much darker, maybe a prototype?

Hard to tell, Lou, but I don’t think it’s Shakespeare. I don’t see any Bard-beard! It looks a little like George Washington, but I doubt it’s so simple an answer.

this has the secret button that opens the secret door so the commissioner and the chief can become batman and robin in case of dire emergency..
