Yep. The suit isn't Freeze's but the collar is. Julia was a Fox show, so that tracks.
The episode reunites actor Ned Glass (Julia's neighbor Sol Cooper) with Phil Silvers. Glass played Sgt. Andy Pendleton on the old Phil Silvers Show (aka Sgt. Bilko) -- including an episode in which Silvers gets fitted for a toupee.
