I love this and it is a definite for me (along with any others that come along). That said, like other members here I did notice something "off" but after some comparisons I can't really say "off" so much as varied. After looking at close-ups of the figure's face and online images of Cesar both in and out of make-up I would say the face is definitely Cesar's but younger looking. It's more in line with his slimmer features from his movie idol days in the 40s and 50s. Cesar's face was a little heavier by the time of Batman and it showed in his fuller cheeks when he smiled. Even so, this is a very minor quibble (why do I always think of Quisp cereal when I say 'quibble'? ) as, if you look closely, they even captured that one distinctive, out-of-line tooth Cesar had in his bottom row of teeth.

Andy, is the Penguin confirmed? What about the Batmobile? Was that too just to complete the display or is it finally really coming? Any word on Frank's Riddler?
I also thought Hot Toys only did movie figures, I was surprised the logo on the figure bases say Batman Classic TV series. I would buy a Lee Catwoman to complete the movie figures, but really my heart belongs to Julie. I would love if they threw in the necklace and extra head for those of us who want her over Lee. Either way, I hope to see Penguin, Riddler, the Batmobile and Catwoman in this line.

Hot Toys recently announce figures for the Netflix series Daredevil so they are branching out into non movie series.

Hot Toys usually include a number of optional accessories with their figures. I'm guessing (hoping?) that the Joker's utility belt may be included.

Hot Toys would be NUTS not to make Julie Newmar first.
Nothing against Lee Meriwether but Julie Newmar is the gold standard for Catwoman. I'd buy a Julie but not a Lee.

But, let's face it: odds are none of this will come to pass. '66 Batman is loved by a select few, and I think many companies that immediately went all in when the licenses became available 2 or so years back got slightly burned. They overestimated interest and demand, and confused the broader popularity of (modern) Batman with what will always be a niche market for '66 merchandise.

I can't wait for Hot Toys' Cesar Romero Joker... Hopefully Sideshow will be taking pre-orders soon! Has anyone heard anything about it since the announcement last September?

It was never officially announced as an upcoming product, as far as I know. It was just displayed in a Batman-con for a week and the sculpter (J.C. Hong) posted the painted head photo on Facebook.
Lots of fingers crossed but you never know if/when Hot Toys will ever put this guy up for sale.
