My assumption was that these were part of the “Batman is coming” teaser campaign and posted in targeted cities. It might have been a cheaper choice to modify an already commercially available poster than to design a new one.
There were a ton of goofy, trendy “Pop Art” comics posters at the time, including some king feature stuff and The Lone Ranger, etc.
I looked around on eBay and found the issue of Detective Comics it was lifted from. It was an early New Look book from 1964, when they were figuring their new, rebranded Batman.
