Hi Chuck,
I think your guess is right. A 1 1/2 to 2 inch base would be right. Here are some reference photos I've been looking at for my own. One has it in front of the bust. maybe put yours there and see what you think.

The style bedsore the 500 was the 300. According to one of the sites, Bell had some 24 million 300s to replace when the first 49000 500s passed field testing. You likely have one of those very early 500s. The 300 is quite different.

If I'm correct (and I believe I am), the phone isn't a Bell, it's a Northern Electric (made in Canada).

And in the Batcave:
The taller Wayne Manor one showed up in "Fine Feathered Finks"
Then Gordon's phone grew to the taller one by "The Joker's Wild." But I believe that's because it's the first "new" shot of Gordon's phone since the pilot. "Fine Feathered" re-used the closeup from "Hi Diddle". Do we ever see a new shot of the shorter version after the pilot? Hmmm. I may need to take a peek.

These shots REALLY helped guys and the suggestion of comparison to the bust was brilliant!!!
Here's the latest batch... Looks pretty close. It's above the name plate substantially and it hitting somewhere just below where the lowest button will be.

The Pilot phone is on the desk in the foreground and the Season phone is the up on the Bat-Diamond platform with Adam and Burt.
I've been speculating for some time now about the possibility that there was only one "Season" (taller) Batphone produced and it was simply carried between the Batcave and Gordon's Office sets as they were both on Stage 16 at Culver. It's also entirely possible that the same phone was also taken next door to the Wayne Manor Study on Stage 15 when needed too. The fact this Marsha episode featuring two Batphones in one frame contains both the Pilot and Season style phones, my hunch is that these could well literally be the only two phones produced for the show.
