Does this cover something? Is it just a double sided image?

Yes.
it's a limited edition variant copy of issue 23 of DC comics Batman '66 series

as a sales incentive publishers sometimes produce Blank variant editions of comics. It's the original comic, with a heavier cover over it, with the comic logo and identifiers on it but no other artwork. retailers usually have to buy X amount of issues to get them. collectors use them to get autographs and sketches at conventions. people like me use them to produce artwork for re-sale.

it's in excellent condition and several of my sketch covers have graded at 9.8
