depends on what you are going to use them for and your skill level. Cosplay, a display, do you want a quality look a like or exact copies? What have you worked with? Use Wood, Plastic, Metal, whatever you have the skill and resources to use for how well you want them to look. Here is a picture of some made by one of the board members years ago. They look to be metal and plastic, or I could be wrong and they are full metal. Anyhow they look great.

Really hard to tell without actually holding them. As you know Batman's utility belt pouches were made from everything from sponges to wood blocks, to real leather pouches and sometimes full metal. So it's pretty much whatever the prop maker and producer thought would work. From the looks they could be metal, they were based on the climbing claws used by the ninjutsu in feudal Japan. But then painted glossy as they were it could be plastic or wood as well. The handle looks to be metal, but the claws could be either metal or wood, both would be suitable for making claws. The shield or body part could be metal or wood as well.
