My understanding is that it was made as one of a set of posters offered for sale by mail in 1966, probably to capitalize on the success of the show. These are the other images...

...But they may or may not be originals (that's a photo from the web, not mine). All of the images were reprinted over the years in various forms, including in a late 70s DC "poster book," from which I pulled the rooftop and ' mobile images to get Infantino to sign them when I met him in the late 90s.

Always one of my favorite images, from the cover of my beloved "30s to 70s" book among other things.

Wow, would I ever love to have that poster set! Absolutely classic.

Yup done around the time of the show. Probably the best Batman illustration ever done that didn't appear on a cover. I have fond memories of that Batman Hardcover 30s to the 70s-- that was the first HC collection of Batman stories and I read that thing to death.

It's also probably the most "homaged" comic image aside from Action Comics #1 and Amazing Fantasy #15.

I had a jigsaw puzzle with that image. It would have been released in the 1970s.

Personally, I think it was to counter the Marvel Posters at the time in addition to the TV show. How much influence either had is arguable. I love the Statue they made of that poster. I even customized a damage one to follow the TV show costumes (color only).
I have that as a bagged set somewhere.

That 30's to the 70's book - that's one of those I picked up in Jr High as well as The Great Comic Book Heroes Book by Jules Feiffer. I realized there was a world of Batman before the 1960's, and he didn't have a yellow oval from the beginning.
