Yeah, that is not a variant, but the figure included with the Batman Masterpiece Edition released in 2000. I've seen sellers try to pass that off as some "rare" or "new" figure, but its been around for some time, and not as aesthetically pleasing as Hasbro's DC Silver Age 99-inch action figures) from that same era.

I've always liked the Hasbro figure- I have 2 or 3 of them because I've bought the Masterpiece set several times for the BATMAN #1 reprint. I was skeptical about the WGSH figure topping this one but it does. The bright blue cape I added couple with the bright purple gloves and the rich grey suit make it come closer to the comic look than the Hasbro one does. The Hasbro head might be spot on those early Kane drawings (or whoever drew it for him) but the WGSH head is very very nice.

Heads been available for a long time over at WGSH along with a bunch of other really nice looking ones. The paint job on the finished figure is stellar and as I said worth the extra $$

The WGSH 1939 Batman head came yesterday. Molded in Black Resin, it is AWESOME, folks. If You want to do a 39-40 Bat Man, I HIGHLY recommend this!

Mike- I'm sure Lou will correct me if I'm wrong, but ClassicTVToys -- sister company of FTC- has those heads with various hair colors-- I picked one up in making a custom Flash Gordon Figure to match the one Mego did in the 70s but in 8" scale. I'm pretty sure Lou got all his parts there. Tony does a great job on the box--

The Facebook folks picked blue. Ironically Tony also offers the yellow version pictured above. I can post a bill of materials if anyone is interested. You’ll need to add a little superglue and a small Phillips screwdriver.
Glue the neck into the head and let dry. The rest is 30 minutes
The head is offered with and without mask. I bought both and an extra Robin mask (already have a domino mask in that scale. I’m repurposing the maskless head with a custom human torch costume for one of the scenes in Amazing Spider-Man 130
