I'll second the notion for Katy Perry as Batgirl. The role suits her personality perfectly; she'd be very believable and likable.
A few years back she donned a Jessica Rabbit dress for a concert for the troops and she looked sensational. She'd do the same in the Batgirl suit.
Katy could be Siren, but since the character has an evil, mean streak, I don't know that it suits her as much. Ariana Grande on the other hand, could probably do it justice, and she does have that high vocal range. When I saw her album cover a while back, I actually thought of Siren when I saw it.
As for Catwoman, a few weeks back I'd have suggested Ronda Rousey, but of course that's now got to be changed to Holly Holm.
Would be a nice twist having a Catwoman that can fight her own battles, but they might run into the same problem they did with Bruce Lee. How do you convince her to lose onscreen, and how do you make it believable?

I agree with the other ladies. Now, how about Tut, Egghead ( although, IMHO NO ONE can replace Vincent), Joker, Riddler, and Pengie.

For Penguin, I'm going to suggest a Bruin. I know there's at least a few hockey fans here, and they'll likely concur on Brad Marchand. He's basically every bit as annoying to his foes on the ice as Penguin is in Gotham. Plus he's got the nose and is short.
And for Undine, can there be any doubt? Candice Swanepoel.

Hi Schmidlap, Hi Elmer, Undine SHOULD be a Villain in Her Own right. Mayhaps as a colleague of the "Sea Witch.
As for James Harden, I confess that He slipped right under my radar. The only one that must be overweight is the Penguin. James Harden could be a lot of fun in the role of Tut. Good idea! Marchand is also a good suggestion. I just don't watch a lot of sports any more except the Bengals, Rugby, and, when I can get them over here, "my" St. Louis Blues.
You folks are just terrific coming up with these Ideas!!!!!!
