Haha. Remember, they weren't cell phones. They never used the Batphone in conjunction with the walkie talkies. I haven't found a scene where they communicate with Gordon through the Bat radios. If either Batman or Robin was stationed in the Batmobile and the other was away communicating through the Bat radios, the one in the car still used a Bat Radio, not the Batphone.

The phone was for phones and the others were for radio signals. Even when communicating back to the Batcave, if someone was in the field with a radio, either Batman or Alfred would helm the radio communications section of the Batcave.
"The Spell of Tut" .
The strangest instance of Batphone use was in "Hi Diddle Riddle" where the Riddler contacts Batman directly on the Batmobile's Batphone and Batman answers it like any other phone and not a hotline. .
Later, the Riddler coaxes Robin to call Gordon and have him contact Batman through the hotline. They did make regular calls out from the Batmobile to non hotlines such as the helicopter airport, the Navy office but of course did use it as a Hotline to Gordon. This use did not seem to carry over to the other hotlines.
As for the movie, no, they never called Gordon from the Batboat. It seems that they'd wait to do that sort of stuff when they got back to the car. I'll repeat this image of the Batboat interior that I posted earlier to show that there was no Batphone in it. AI enchanced a closeup for you. Upon further checking the movie, I did find this one angle where there is some sort of phone/communication device. Hmm, did they never call the commissioner from the boat in the movie? Will have to notice next time I watch it.

I've spent about two days sifting through these possible scenarios and trying to find exceptions to the norm so others don't have to. Lol.
FYI about my process. Now about ten years ago I extracted over 500,000 screen captures from the Blu-rays including the movie. All are sorted by season folders and then by episode folders with each containing roughly 4000 or more in each one. Frames that repeat like the openings were placed in a separate folder to cut down that redundancy but each ending title card was given at least one frame. All other scenes are almost by the half second interval per capture. So, rather than sifting blindly through videos. I can break out my gallery software that displays all of those captures with about one hundred on the screen in front of me where I can easily scroll to overview the scenes of the episode and then dive in to whatever I'm looking for.
I've set up Ben with a similar setup but possibly with half the images. We often sift through them on opposites ends of the video call during our discussions. In this scenario, Ben was having a his daily walk while we engaged in our usual morning chat. I brought up the thread and told him I was already checking out some scenarios regarding the Batphones that I thought of off hand. As I sifted, he brought up others thoughts and possibilities that I investigated as we spoke. After those initial finds, I then went through all 120 episodes and the movie to see if there was anything I missed. I didn't want to just cherry pick what I could remember. So, I'm not being flippant when I say that I did the work. Lol.
