I understand the fact that Batman did not have the budget for underwater scenes aside from the John Astin Riddler bank basement scene,I guess my wish is also that the budget should have been expanded to include underwater to accomidate a Batman Villainess like The Sea Hag.

The Astin Riddler scene was not an underwater scene. It was "dry for wet" illusion utilizing camera filters in the same way so many scenes in TV shows of this era supposedly taking place at night were shot "day for night" using camera filters to create an illusion of night (though not effectively since people would always be casting shadows in these "night" scenes).

In all due respect elmer....the Sea Hag is a Popeye villainess, and is copyrighted by King Features Syndicate. There was zero chance there would ever have been a Sea Hag on the '60s series, and zero chance it will ever happen in the future for any licensed Batman movie or TV show.
I don't really understand your obsession with this, and why you bring it up in just about every post you make (although this is my first post, I have visited often and have read just about all the posts over the past couple years). To each his own I guess.

I understand about The Sea Hag and Popeye.However,she was featured on card14a:"Danger In The Depths" from the 1966 Batman Topps Card Series.The art was by Norman Saunders.I do not know if permission was given by King Features Syndicate to use the name for the 1966 Batman Topps Cards.I wrote two Batman Fan Fics featuring her.

I'm curious as to why the obsession? Based on one obscure trading card (which I have, by the way...can't remember if I have the full set, but I have most of them at least), especially since a water based villain does not fit into the Bat-world. Well,by way of the Batman comics,The Dynamic Duo also fought a villain called The Sea Fox.They had Scuba gear and The Batboat.It was an early Sixties issue.

How about Boris Karloff playing his female Mother Muffin character in Man from UNCLE or something similar? Maybe he would have made a good Sea Hag?

First, I want to agree and echo that Jack Cassidy would have been an excellent Bat Villain, I can easily see him as a magician type in black tux, similar to one of his Columbo guest roles.
I would like to suggest my fellow Virginian, Joseph Cotten who would have been very good as the Gentleman Ghost. At the time of the series, G Ghost had been a Hawkman nemesis, but by the '70s he was regularly haunting Batman as well. Great voice too.
What about Dan Blocker having been Solomon Grundy (or Blockbuster); Christopher Lee as Death Man; or even Bob Newhart as a more expanded Killer Moth?

How about having The Dragon Fly,The Silken Spider,and The Tiger Moth from the Batman Comic #181 that debuted Poison Ivy.The Dragon Fly,Silken Spider,and Tiger Moth would have been excellent as Villainesses against The Dynamic Duo/Terrific Trio in a Batman two part episode.

Elmer, the subject of this thread was supposed to be about which *actors* would we like to have seen, not which obscure characters from trading cards or from random pages of one issue of a comic book that not even the comics people thought were worth using again should be in the series.
I might add that legitimate actors to consider should not include stunt people who never uttered any lines in their handful of other productions (mostly because such people did not WANT to act or have that kind of burden for which they knew they weren't qualified in the first place).
