Since the other 3 movie villains wore masks it would've looked a bit weird if Joker didn't too :lol:

Well , I don't think many Gothamites had such a big nose as Pengy so the mask didn't do him much good either :|

I think some of it may be the fact that Adam perspired so much under the cowl so pulling it off would leave him with wet messed up hair as well as having to remove the cape to unsnap the cowl. It was all probably too cumbersome and time consuming to film.
Batman: Go back outside and calm the flower children.

In the 60's I would imagine they used spirit gum (depending on the fabric) or toupee tape (which was a little gentler on skin).

These days there are all kinds of things you can use with revealing or loose cosplay. I use a spray adhesive designed for use on the skin when a costume presents the possibility of spillage, and I used sock glue all the time in school to keep my floppy socks up.

Speaking s a cosplayer I never feel really into character till the mask goes on. Just an observation, I'm not claiming it makes much sense.
