Episode #95: What's in Robin's belt?

I was watching episode #95, "Enter Batgirl, Exit Penguin" with my kids yesterday and noticed something odd. After the initial scuffle with Penguin and his goons in the apartment building, Batman and Robin attempt to free Barbara Gordon from the locked room. As they lean over, a blue, folded sheet of paper is visibly tucked in Robin's utility belt.

I'm sure this has been noticed before, but what is it? I'm guessing it's script changes?
