How about reaching out to MacFarlane (while they still have the license) or Mattel (for the upcoming license)? They could include cards in each product to incentivize buying multiple items to get a complete set - like Mattel included those cards with their figures a few years ago. Perhaps (as Mattel did), the backs could have a piece of larger images that complete three bigger pictures (one for each season)?

I like the idea. We're talking about action figure licenses, right?
My original thought was to get a limited license for cards and do a Kickstarter to fund the whole thing. I worked with RR Parks a few years ago on his first Ultraman set, and he pulled 113,00.00 on Kickstarter. I feel like there are a lot more Batman fans/collectors than Ultraman.

Setup at one of the big comic cons-- WB and DC Talent scouts attend looking for new blood.
It's how my wife and I got "discovered" so many years ago.

I also think the KickStarter idea is a winner- I was involved in two successful ones-- each was funded and beyond.
It's how my wife and I got "discovered" so many years ago.

I was actually intending to do the Tampa Bay Con, but the artists' alley sold out before I got to it.
I've done Tampa and Mega-con a few times in the past, I need to stay local to start, just to keep costs down.
